The world merchant fleet is short roughly 39,100 STCW-certified officers against demand in 2026, according to the latest Seafarer Workforce Report from BIMCO and the International Chamber of Shipping, even as the pool of ratings runs a surplus of nearly 57,000. The officer shortage has more than doubled since 2015, when it stood at 16,500, and the industry will need to recruit an additional 22,747 officers a year through 2030 just to keep pace with fleet growth.
The strain comes as welfare groups including ITF, ISWAN and the Mission to Seafarers report continuing cases of crew abandonment, with 54 vessels left with stranded crews as of last count, even as new Maritime Labour Convention amendments aimed at strengthening protections await ratification ahead of a December 2027 enforcement deadline.
